Sri Lanka Market Access with Intertek Consignment Certificates of Conformity (CoCs)

Intertek is qualified to issue Consignment Certificates of Conformity (CoCs) under the Sri Lanka Compulsory Import Inspection Scheme (CIIS). Our services help exporters and importers demonstrate compliance efficiently, supporting faster customs clearance for regulated shipments.

What Is the Sri Lanka CIIS?

The Sri Lanka Standardization and Quality Control Regulations, administered by the SLSI under the Imports and Exports Control Act No. 1 of 1969, require that 161 specified imported products conform to mandatory SLS standards for health, safety, quality, and environmental protection. This programme replaces the 2017 regulations and applies to goods in Schedules I(A) (127 products, effective May 17, 2024) and I(B) (34 products, effective November 16, 2024).

Importers must submit proof of conformity to SLSI and Sri Lanka Customs prior to clearance. Without valid documentation, shipments face testing delays, penalties, or mandatory re-export within 90 days.

Key compliance pathways include:

  1. Product Conformity Certificate from an independent service provider
  2. Certificate from the exporting country's National Standards Body
  3. Certificate from an SLSI-registered manufacturing plant
  4. SLS Mark or compatible Product Certification Mark from another national body

Why Sri Lanka CIIS Matters for Exporters and Importers

Sri Lanka is a dynamic market with $4-6 billion in annual regulated imports, projected to grow 10-15% in 2026 amid economic stabilization. Compliance ensures on-time delivery, reduces demurrage costs, and builds trust with importers. Non-compliance can lead to shipment rejection, blacklisting, or legal action protect your business with pre-shipment verification.
